    Barbara T. Scott was elected Clerk of the Circuit Court in 1984.  She is currently serving her seventh consecutive term.

    Barbara T. Scott is a Certified Clerk of the Circuit Court with the Florida State Supreme Court and a Certified Clerk of the Circuit Court with the International Association of Clerks, Recorders, Election Officials and Treasurers.  She is also a Certified Court Executive and Fellow of the Institute for Court Management.

    Ø Served as President of the Florida Association of Court Clerks. 

    Ø Honored Member in Who’s Who in Government Services. 

    Ø Honored as Woman & Boss of the Year by the American Business Women’s Association.

    Ø Two-time recipient of the “Clerk of the Year” award from the Florida Association of Court Clerks & Comptroller (FACC).

    Ø Appointed to The Court Technology Users Committee by the Chief Justice of the Florida Supreme, Gerald Kogan.  This committee was formed to recommend technology standards for the Florida court system.

    Ø Served on the Electronic Filing and Trial Court Subcommittees.

    Ø Current FACC Committees:  Court Technology Committee, the CCIS Subcommittee Workgroup, and the Strategic Planning Committee.

    Ø Recently completed serving as a Board Member of the Florida Local Government Investment Trust.

    Ø Appointed to the Florida Prime Participant Local Government Advisory Council (PLGAC) on December 6, 2011 by the Florida Department of State.

    Ø Responsible for investing the county’s money and oversees a multi-tiered investment program.  Earnings on investments managed by the Clerk since taking office have exceeded $211 million.

    Ø Received the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the last twenty-five consecutive years.  This award is the highest form of recognition in the area of financial reporting.

    Barbara chaired the nationally mandated Child Support Enforcement program that created a monitoring and payment disbursement system that provides for electronic fund transfers and direct deposits. 

    This program ensures that thousands of children receive the support they deserve.  In 2011, the State Disbursement Unit distributed over $2.13 billion to Florida children in need.  And, locally, in 2011, payments collected for Charlotte County totaled $13,136,216.05.  Overall, since the program’s inception, payments collected totaled $150 billion.  

    In addition to her duties as Clerk, Official Recorder and Comptroller, she has been involved in the statewide leadership of various issues and is a recognized leader in the introduction and use of technologies within the Clerk’s office and the courts.

    Over her tenure, she has taken pride on being forward thinking, implementing processes and programs designed to streamline costs, increase access, and reduce paper.

    Programs such as RealAuction, E-Filing, and E-Recording, are just a few examples of her efforts in providing convenient, cost effective, high level quality work in the services her office manages.  Her lifetime goal of implementing a fully integrated paperless courtroom for all end-users has recently come to fruition and is currently being introduced in Civil Courts applications.

    Barbara T. Scott is community service oriented.  She has chaired or otherwise been involved with charitable organizations in Charlotte County such as the United Way, C.A.R.E., The Salvation Army, Alzheimer’s Association, March of Dimes, For the Love of Kids and the Charlotte County Homeless Coalition.  In addition, she supports our troops in word and deed and has received the National Certificate of Appreciation Award, National Committee for Employer Support of the Guard and Reserve, from the United States Department of Defense. 

    Originally from Brooklyn, New York; Barbara is married to Major Fred Scott, retired from the Charlotte County Sheriff’s Office.  She has two grown children, five granddaughters and two great grandchildren.
